Vivat Internationals Statement to the Conference |

Mr.
Chairman, delegates of this conference, and colleagues from the NGO community,
as a non-governmental organization in consultative status with the United
Nations Economic and Social Council (ECOSOC), Franciscans International,
together with its associate, Vivat International, having 1.2 million members in
100 countries, thank you for this opportunity.
As
Deputy Secretary General Louise Frechette reminded us last Monday, the
proliferation of small arms and light weapons contributes to a culture of
violence and crime. As Franciscans
concerned about the poor, care of creation, and peacemaking, we want to create a
culture of peace. The widespread
availability of small arms and light weapons distorts the ethical standards of
communities and the social fabric of society.
It changes the social order, undermines value systems, and destroys a
sense of family and community.
The
availability of small arms is a catalyst for conflict and hinders the process of
human development. Youth and
children, who should be prepared to work towards their own development and the
development of their nation, instead participate in illegal activities,
conflicts and war. Many poor
people, including children, either see conflict as a way to survive or are
forced into it. In effect, this
further hinders the process of development and leads to greater poverty.
Therefore,
we urge the surrendering, seizing, and destruction of illicit and excessive
small arms and light weapons. In
order to encourage people to opt out of a culture of violence as a way of life,
they need to be provided with alternative choices.
Franciscans International believes that arms surrendering programs must
be linked to capacity building, education and job opportunities.
We call on all governments to exercise good governance and to have the
political will to implement and enforce the Plan of Action envisioned by this
conference. We urge all NGOs to
monitor this process and assure governments of our collaboration in this regard.
